This is a standard blues song that comes from the era of speakeasies. In our tale, the individual was in the BAND that was entertaining but was working UNDERCOVER for the FBI. He was supposed to notify the DA when a certain Bootlegger Crime Boss entered the place. However, the LONG COOL WOMAN stood up and began to sing, totally DISTRACTING him from his mission. She was the Mob Bosses woman. He became so engrossed in her, however that he failed to notify the DA.
As a result the crime Boss got away.
In the end of the song he's being arrested so as not to break his cover when he whispers to the Long Cool Woman not to be afraid, that he will keep her from going to jail and keep her safe from the Crime Boss.
